Joe Allbaugh
Joe M. Allbaugh currently serves as the Chairman of the Oklahoma County Criminal Justice Authority. Allbaugh has dedicated his career to public service. His impactful tenure as the Director of the Oklahoma Department of Corrections showcased his commitment to addressing complex issues within the criminal justice system.

Prior to his role in corrections, Allbaugh served as the Director of the Federal Emergency Management Agency (FEMA), displaying resilience and crisis management skills during challenging times. Throughout his career, Allbaugh has demonstrated a steadfast dedication to addressing critical issues, earning him recognition for his contributions to emergency management and criminal justice in the United States.

Steven Buck
Steven Buck, President and Chief Executive Officer, Care Providers Oklahoma joined the association in March 2020 after working as the executive director of Oklahoma Office of Juvenile Affairs (OJA). Steven concurrently served as Gov. Kevin Stitt’s secretary of human services and early childhood initiatives. Stitt appointed Buck to that position in February 2019. Buck joined OJA in February 2016 after years of service at the Oklahoma Department of Mental Health and Substance Abuse Services. In addition to his role at OJA, Buck also served as Gov. Mary Fallin’s health and human services secretary from November, 2017 through January, 2019. He was the only Fallin cabinet member to be retained in Stitt’s initial cabinet.
In addition to his professional responsibilities, Buck serves as the Vice Chair of the Oklahoma County Criminal Justice Authority, Vice President of Lynn Institute on Health Research Board of Directors, and Board Chairman of Course for Change. He also serves on the board of Hope Rising Oklahoma and as an elder at the Springs Church of Christ.
Buck and his wife Lisa have six children and two grandchildren. They are co-owners of MentaliTEA and Coffee in Bethany, OK.

Tommie Johnson III
Sheriff Tommie Johnson III is a dedicated law enforcement professional serving in Oklahoma, known for his commitment to public safety and community well-being. With a career rooted in upholding justice, Sheriff Johnson has navigated various roles within law enforcement, displaying a passion for fostering positive relationships between law enforcement agencies and the communities they serve.

Known for his leadership qualities, Sheriff Johnson has actively engaged in community outreach initiatives, aiming to bridge the gap between law enforcement and the public. His career highlights include implementing effective crime prevention strategies and prioritizing transparency in policing. As a respected figure in Oklahoma law enforcement, Sheriff Tommie Johnson III continues to lead with integrity, aiming to create safer and more secure environments for the residents under his jurisdiction.

Trustee - Oklahoma County Commissioner, District 3
Myles Davidson
Myles Davidson is a dedicated public servant and committed leader in Oklahoma County. As the Commissioner for District 3, he has demonstrated a commitment to improving the quality of life for all residents of the county. He was elected Commissioner in 2022. Myles previously served as Chief Deputy under two previous county commissioners, bringing a wealth of experience to District 3. Throughout his career, he has worked tirelessly to promote economic growth and opportunity in the communities he serves, always putting the needs of constituents first.
For more than a decade, Myles has led Oklahoma County’s efforts, along with state and local officeholders, to develop and implement monumental infrastructure projects for transportation, water and other resources. He helped create an award-winning diversionary criminal justice program that places low-level offenders in county-operated community service (Oklahoma County S.H.I.N.E.) and championed the modernization road building operations for the County.
Myles is a visionary leader who is always looking for ways to improve the lives of those he serves. With his passion for public service and commitment to the people of Oklahoma County, he is an inspiring and effective advocate for the residents of District 3.

Shelly Perkins
Shelly A. Perkins concentrates her practice in the areas of estate planning, probates, guardianships, and estate and trust administration. Shelly combines her organizational skills with her passion for serving others to assist individuals and families in preparing their estate plans, administering their trusts and estates, and advising them through the probate process. Shelly also has broad experience in non-profit law and effectively guides clients during all stages of the organization’s existence. Ms. Perkins also forms business entities and advises small business owners on general legal corporate matters. On June 1, 2021, Ms. Perkins formed her own law firm, Shelly A. Perkins, PLLC, and created a Professional Association with attorney James N. Posey, where she plans to have a long career serving their clients and continuing the example set by Mr. Posey. Prior to joining Mr. Posey, Ms. Perkins was with Resolution Legal Group for almost four years after she served as Assistant Attorney General for the Office of the Oklahoma Attorney General where she prepared supervisory antitrust opinions for Oklahoma agencies, boards, and commissions. Until that time, Shelly managed the nonprofit team and worked in the areas of estate planning and business transactions at DeBee Gilchrist, now DeBee Clark, where she first started working as an intern while in law school. Ms. Perkins also previously served as Trust Officer and Assistant General Counsel at Legacy Bank. Before embarking on her legal career, Shelly enjoyed more than a decade-long career in politics. Ms. Perkins worked for Congressman J.C. Watts, Jr. for six years in both his Norman, Oklahoma and Washington, D.C. congressional offices and in several capacities on his 1998 and 2000 campaigns. Shelly ran Jeff Cloud’s statewide campaign for Corporation Commissioner in 2002 and subsequently served as Cloud’s Administrative Aide at the Oklahoma Corporation Commission. Ms. Perkins served as Executive Director for a non-profit, issue advocacy organization and also managed, consulted, and fundraised for numerous federal, state, and legislative candidates and political action committees from 2005 to 2009. Ms. Perkins was born and raised in Oklahoma. She graduated from the University of Oklahoma in 1998 with a Bachelor of Arts Degree in Public Affairs and Administration and earned her Juris Doctorate in December 2007 from Oklahoma City University School of Law. Her article, “Standards of Liability for Teacher-Student and Peer Sexual Harassment Claims in the Tenth Circuit,” was published in the Oklahoma Bar Journal in October 2007. Ms. Perkins is licensed to practice before the District Courts of Oklahoma, United States Tax Court, United States Bankruptcy Court, and United States District Courts for the Western and Northern Districts of Oklahoma. Shelly is a member of the Oklahoma and Oklahoma County Bar Associations and is a member of the Business & Corporate Law; Family Law; General Practice/Solo and Small Firm; Estate Planning, Probate and Trust; and Law Office Management and Technology Sections of the Oklahoma Bar Association. Shelly served on the Board of Trustees for the Eastern Oklahoma County Resource Center, a non- profit organization ministering to the physical, spiritual, and emotional needs of individuals needing assistance in eastern Oklahoma County, which she helped to create. Shelly and her husband, Rusty, are “high school sweethearts” and live in Choctaw with their two children, Savannah and Rhett. Shelly is a spirited Oklahoma Sooners football, Baker Mayfield, and Oklahoma City Thunder fan and enjoys crafting with her friends, reading by a pool or beach, and going to concerts with her family and friends.

A.J. Griffin, Ed. D
AJ Griffin, Ed.D., is the President and CEO of the Potts Family Foundation. This dual-mission organization supports nonprofit capacity building and funds organizations that work towards improving early childhood programs in Oklahoma. Prior to her current role, she served in the Oklahoma State Senate for six years, where she was a member of senate leadership and was recognized for improving policies related to juvenile justice, child welfare, healthcare, and criminal justice reform.
Dr. Griffin has received numerous awards for her work as a legislator and community leader, including the Kate Barnard Oklahoma Child Advocate of the Year award. She serves on several state and national nonprofit boards and advises two national policy institutes: Pre-Natal to Three Policy Institute and the Bi-Partisan Policy Center. AJ holds degrees from Oklahoma State University and the University of Central Oklahoma and a Doctor of Education in Learning and Organizational Change from Baylor University.

Melissa Markel
Melissa Markel is an executive operations leader who brings more than 20 years of experience in global business operations design, execution, oversight, and leadership. Melissa provides hands-on leadership experience within heavily--matrixed, fast-paced global organizations, to support billions of dollars in contracts and subcontracts for clients, including supporting or leading negotiations with the federal agencies including the Department of Defense, the Federal Aviation Administration, the U.S. Department of Homeland Security, other federal agencies and multiple strategic suppliers in support of cumulative contracts in excess of $5 billion over the past ten years.
With her advanced ability to develop strategic relationships with both internal and external stakeholder base, Melissa places a high emphasis on building and evaluating operational processes and cost models to conduct end-to-end performance analysis, capacity analysis, workload balancing, and cost estimations and reductions. These tools, combined with her ability to think strategically and develop organizational strategy on a global scale have allowed her to identify and drive change and continuous improvement opportunities.
Melissa’s most recent role was as senior director of contracts for Florida-based Deployed Services LLC, working from her home in Edmond. She has previously worked as the vice president of contracts and operations for both Robinson Aviation (RVA), Inc. in Oklahoma City and MedTrust LLC in San Antonio, Texas, and senior manager of global supply chain subcontracts and procurement for Northrop Grumman. Melissa graduated from the University of Central Oklahoma cum laude with her Bachelor's of Business Administration. She also received her MBA from UCO, with honors.
Melissa is an avid fan of OU football, enjoys traveling with her vast group of friends and her daughter and son-in-law, Ashleigh and Robert, and looks forward to any opportunity to spoil her grandchildren, Sutton and Lelan, along with her much beloved sheepadoodle, Fletcher.
